Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.
Persistent Threats
Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the hostile drone – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from thinking that the situation will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
